Inc. is seeking a Program Analyst to support our STORM programs at Redstone Arsenal, Huntsville, AL. There is a $3,000.00 hire-in bonus.

Description

The Program Analyst develops Contract Requirements Packages (CRPs) to include Statement of Works (SOWs), Performance Work Statements (PWS), Acquisition Plans, Acquisition Strategies, sole source justifications, Independent Government Estimates (IGEs), market research reports, Functional Requirements Authentication Board (FRAB) certifications, and Service Contract Approvals (SCAs). Also assists in the coordination and development of the Data Requirements to include Contract Data Requirement Lists (CDRLs) and Document Summary Lists (DSLs).

Responsibilities

  • Provide input into the DD-254 Contract security classification specifications, special contract language, and evaluation criteria for various types of complex contracts.
  • Provide input to various procurement actions, work contract modification packages to include Justification and Approvals (J&As) and documentg changes in scope.
  • Develop and track Contractor Performance Assessment Reporting System (CPARS) input for contracts and Defense Property Accountability System (DPAS) contract entries.
  • Coordinate with technical POCs on delivery requirements, quality assurance, and special provisions.
  • Coordinate approvals within STORM project office and with external stakeholders to include Competition Management Office, Small Business Office, and Army Contracting Command – Redstone.
  • Assure packages comply with the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation (DFAR), Army Federal Acquisition Regulation (AFARS), and other PM specific Standard Operating Procedures (SOPs).
  • Manage and upload data in the Paperless Contract File (PCF) Database.
  • Prepare, organize, and maintain contract records and files documenting contract performance and compliance.
  • Review, comment, and provide feedback on reports, data deliverables and contractor performance in accordance with the terms and condition of the contract.
  • Assist in reconciliation of funding before and after contract award.


Qualifications

  • Master's degree and 8 years of relevant experience, or a Bachelor's degree and 10 years relevant functional experience, or HS and 14 years of relevant experience.
  • Requires a Secret or higher DoD security clearance or the ability to obtain one.
  • Must have three or more years of experience developing Contract Requirements Packages for a government organization / Project or Product Office.
  • Prefer two or more years of experience integrating between functional areas of a Project or Product Office to include contract data requirements and experience integrating between functional areas of a Project or Product Office to include contract data requirements.
  • Two or more years of experience preparing, organizing, and maintaining contract records and files documenting contract performance and compliance.
  • Two or more years of experience in the development and coordination of informational and decision briefings to leadership.
  • Two or more years experience ensuring contracts comply with FAR, DFAR and other SOPs.
  • Some experience providing input to the DD-254s, special contract language, and evaluation criteria is prefer.
