SOLID WASTE AND RECYCLING MANAGER

Department of Public Works

Full-time with excellent benefits

*Anticipated Hiring Range: $58,491 to $62,000

GENERAL PURPOSE

The Solid Waste and Recycling Manager oversees solid waste, recycling and special collection programs, contracts and vendors. Acts as the primary point of contact to the public, other government agencies, and Town departments regarding solid waste, recycling, waste diversion, and information. The position is heavily focused on customer service which requires prompt response and resolution to resident/business concerns.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Monitors performance of contractors, resolves complaints with vendors, identifies violations in contracts.
  • Serves as the primary contact for all solid waste and recycling issues. Responds to and resolves residents’ and businesses’ inquiries and complaints.
  • Coordinates between and represents the Town with local, regional and state agencies on issues related to solid waste, recycling and other related issues.
  • Coordinate Household Hazardous Waste Day and other special events such as town wide cleanup days.
  • Review outside vendor facilities and operations to ensure acceptable operations and compliance with contracts.
  • Creates public education materials, programs, and campaigns to reach waste diversion goals. Responsible for creating and maintaining Town’s related web resources and preparing social media announcements for posting.
  • Writes grants and applies for other state and federal funding for solid waste and recycling projects. Responsible for grant management activities including reporting, tracking, and identifying future grant opportunities.
  • Acts as liaison with community groups and businesses and organizes community events. Periodically attends night meetings on issues related to DPW programs.
  • Collects and analyzes data relating to recycling and solid waste percentages for the municipality and state agencies with the major goal being to increase the total municipal recycling percentage.
  • Calculate solid waste and recycling volumes for reporting purposes.
  • Performs related duties as assigned.

MINIMIUM QUALIFICATIONS

Education, Training and Experience:

High School Education or General Equivalency Diploma required. Associates Degree preferred. Minimum of three (3) to five (5) years of work experience in waste management, customer service, office setting or municipal government.

Knowledge of:

  • Customer service best practices.
  • Municipal waste and health regulations related to solid waste.
  • Report-It System or similar reporting database software.

Ability to:

  • Communicate effectively both verbally and in writing.
  • Effectively prioritize and manage multiple competing priorities.
  • Prepare clear and concise reports.
  • Maintain positive working relationships with Town employees, outside vendors and other stakeholders.
  • Operate a computer and standard office equipment.
  • Maintain organized and accurate records.
  • Exercise good judgment.

Special Requirements/Licenses:

  • Must maintain a valid driver’s license.

  • Some work on a weekly basis will be performed outside in various weather conditions to inspect and monitor contractor performance and review complaints. The performance of occasional field work may require walking over various terrain or other hazards and exposure to all weather conditions.
  • Some travel within the Town of North Andover and to neighboring Towns.
  • While performing the duties of this job, the employee is frequently required to sit, stand, walk, talk and hear; use hands and fingers to handle, feel, or operate objects, tools, or controls and reach with hands and arms.
  • The employee is occasionally required to balance, stoop, kneel, or bend.
  • The employee must occasionally lift and/or move up to 20 pounds.
