Job Description and Duties

Using the Financial Information System for California (FI$Cal), and procedures/guidelines established in the State Administrative Manual (SAM), Uniform Codes Manual (UCM), FI$CAL Job Aids, and special procedures memos issued by the State Controller's Office (SCO), and the Department of Finance (DOF), reconciles more difficult accounting records by running processes, reports, queries and compare the transactions and accounts maintained by the SCO, on an monthly basis, to ensure accurate financial information for use in preparation of month end and year-end financial reports. Researches and analyzes monthly reports and reconciliations for identification of significant trends in the revenues, expenditures, reimbursements accounts. Researches, recommends, and provides alternatives on the more difficult accounting issues, by directly communicating with or assisting in collaboration with the other units. Prepare accrual journal entries and reports for year-end processing.

Utilizes various FI$Cal reports and queries, to perform the Office of Revolving Fund (ORF) reconciliation. Researches and resolves the more difficult reconciling items, and makes the appropriate correcting entries into FI$Cal.

Uses the SCO/FI$Cal interface report, re-class various direct transfer and accounting journal entries to the appropriate reporting structure, program, and account codes. Prepares and posts correcting entries into FI$Cal.

Develops procedures and conducts cross-training as needed and maintain on-going communication with staff and Fiscal Management managers and supervisors to ensure routine workload as well as critical projects or assignments are completed timely and accurately. Reviews and approves payroll vouchers in FI$Cal. Acts as a lead and provide technical assistance to Payroll staff as well consultative support to management concerning interpretation and application of regulations, statutory provisions, administrative policy and procedures, and laws set forth in various sources. Reviews new laws, regulations, policies, and guidelines issued effecting the payroll unit are incorporated in the unit policies and procedures and staff are notified and trained on those changes. Provides management with information and recommendations to effectively manage the functions of the payroll unit.
