ROLE
West 4 th needs a highly diligent and organized Proposal Coordinator to join our corporate team as we continue to grow and expand our footprint in the Federal marketplace. We are surging forward and need the right person to join our team. Our role entails:
- Coordinate all contributing proposal team members including recruiters, technical writers, delivery personnel, and division leads, directors, and other senior personnel to manage the full scope of proposals from initial strategy through to submission
- Manage and develop compliant proposal responses to Federal RFIs and RFPs of varying size and scope
- Write content for technical, management, corporate experience, key personnel, and past performance sections
- Frame compelling stories that are easily accessible and compelling to proposal evaluators
- Research complex topics and convert findings into accessible narratives
- Edit proposal documents for compliance, clarity, and concision; ensure single voice
- Use journalistic interview techniques to capture essential information from staff, experts, and partners
- Build proposals schedules, compliance matrices, outline storyboard-driven annotated proposals, and other artifacts
- Develop proof points, case studies, client commendations, awards, graphics, tables, figures, charts, icons, etc.
- Coordinate subcontract team members to gather information, inputs, feedback, and ensure conformity with associated timelines

RESPONSIBILITIES - Support and lead the federal proposal lifecycle from start to finish
- Analyze RFPs and identify bid / no-bid factors; offer basis for recommendation
- Prepare Bid Analysis form that highlights all RFP data (e.g., incumbent, PoP, NAICS, due date)
- Prepare questions for the government
- Create simplified proposal kickoff plan and calendar
- Prepare position descriptions based on Sections C, L, and M
- Outline proposal according to Sections C, L, and M
- Build proposal volumes according to outline
- Populate all administrative data (e.g., dates, footers, headers)
- Select, use, and integrate the right content from West 4 th ’s proposal library
- Work with leadership to select past performances, resume templates, etc.
- Edit past performances, resume templates, etc. to reflect Sections C, L, and M
- Work with recruiters to ensure included personnel meet and exceed bid requirements; hone resumes to best communicate personnel qualifications for requirements; interview candidates to identify and fill gaps on their resume
- Populate and edit proposal volumes with boilerplate and custom content, past performances, pricing, etc.
- Prepare each proposal volume (e.g., technical, management, past performances, business)
- Define and delegate writing assignments to proposal writers; demonstrate initiative to personally draft whenever necessary
- Coordinate with leadership to prepare business / price proposal volume
- Editorialize and rewrite boilerplate content to map to RFP
- Research topics and convert findings into accessible narratives and bullet points
- Use and modify graphics, tables, figures, icons, imagery, etc.
- Work with graphic designer to design and use new graphics, tables, figures, icons, imagery, etc.
- Integrate, editorialize, and rewrite proposal writing contributions
- Edit proposal for single voice, clarity, concision, formatting, grammar, and punctuation
- Verify and validate full proposal compliance
- Conduct pre-submission editorial and compliance review of all proposal package
- Drive quality assurance throughout the proposal lifecycle
- Prepare compliance matrices and ensure compliance throughout the proposal lifecycle
- Manage multiple proposals at a time; prioritizing time to manage deadlines
- Share post-bid lessons learned
- Manage proposal library
- Propose ideas to streamline and refine processes
- Volunteer ideas to improve proposals
EDUCATION AND QUALIFICATIONS - Bachelor’s degree in English, Journalism, Communications, or other relevant fields
- 2+ years of related experience in Federal government proposal management and contracting environments
KNOWLEDGE & SKILLS - Self-driven ownership and high standards for work product and deliverables; unwavering belief in accountability for all team members
- Willingness to work in a small, but rapidly growing, Federal contractor with a fast-paced, short-turn proposal environment
- Understanding of Federal Acquisition Regulation (FAR) and/or Defense FAR (DFAR) along with major Federal government procurement strategies (e.g., best value, performance-based, LPTA)
- Working knowledge of Federal Government contract types (IDIQ, GWAC, BPA, FFP, T&M, CPFF)
- Ability to drive and lead proposal teams, including operations personnel, subject matter experts, and subcontractors, to guide and optimize their proposal contributions and assignments
- Excellent proposal and project management skills with the ability to manage diverse proposal teams of various sizes and interface with executive management
- Experience with IDIQ and or task order proposal responses
- Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., management, technical, staffing)
- Effective and efficient problem-solving skills: identifies and resolves problems promptly; gathers and analyzes information skillfully; develops alternative solutions; works well in group problem-solving situations; and uses reason even when dealing with challenging topics and differing opinions
- Expert proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, Teams, and Adobe Professional
- Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices

JOB LOCATION - Hybrid: McLean, VA (Tue, Wed, Thu) / Remote (Mon, Fri)

Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 80% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 80% of the time.
