The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. Job Description



Under general direction, supervises a number of inspectors in the routine inspection and enforcement in the Water Quality and Control Program, including assigned districts for public health and safety hazards in order to enforce established laws, ordinances and regulations pertaining to the abatement of violations found; personally conducts special investigations of highly important and especially difficult cases and makes recommendations and special reports thereon; buiness lead on the EHB HealthSpace Data System Project and ongoing data metrics evalution and coordination throughout EHB programs; and performs related duties as required. 

Essential duties include: 

  • Provide mandated services, assist SFPUC to comply with regulations, sustain and advance emergency preparedness and response programs, and support implementation and development of policy initiatives related to drinking water resources protection, conservation, and efficiency; 
  • Oversee Cryptosporidiosis and other waterborne disease monitoring activities and response, cross connection control enforcement, emergency response planning/support, regulatory and public health activities such as technical support to the PUC on current and emerging water-related health issues, and investigation of health related issues; 
  • Support for lead in water testing, participation in public meetings, and implementation of a program for the onsite treatment and use of alternate water sources; 
  • Plan, develop, implement, and evaluate environmental health programs to enhance the environmental quality of San Francisco; 
  • Supervise assigned staff of Senior Environmental Health Inspectors, Environmental Health Inspectors and support staff by planning, coordinating and scheduling the distribution of office and field assignments related to SFPUC water quality program support (waterborne disease monitoring, cross connection control, document review, water quality health issue response , as well as supporting other programs in industrial hygiene, vector control, solid waste, site mitigation, massage, housing and other environmental hazards; 
  • Conduct periodic staff meetings, coordinate in-service training and provide technical support and guidance to aid subordinates in keeping abreast of current policies and procedures effecting areas of environmental health and safety; 
  • Conduct periodic SFDPH/SFPUC Water Quality-Health Coordination Meetings with agenda and minutes; 
  • Prepare bimonthly and annual SFPUC support activity summary reports; 
  • Observe performance of subordinate personnel by reviewing completed work assignments, checking for compliance of information and statistical data, and performing routine checks of field activities; 
  • Conduct complex and specialized inspections, as needed; 
  • Recommend issuances of warrants, citations, liens, and permits; 
  • Enforce laws, regulations, ordinances and codes pertaining to public health and environmental safety; 
  • Furnish testimony at administrative and condemnation hearing involving refusal to comply with statutory requirement disputes; 
  • Maintain public contact by meeting with the general public and with representatives and officers of other departments and agencies; 
  • Collaborate between intra-agency health inspectors and industrial hygienists to develop, interpret and implement policies and procedures related to California regulations that effect San Francisco environmental issues and concerns; 
  • Develop, interpret and implement policies and procedures related to department operations, inspections, investigations and enforcement of rules, regulations, ordinances and codes; 
  • Prepare technical and specialized reports; 
  • Provide oral and/or written testimony for public hearings/meetings on water-health issues; 
  • Lead and coordinate all EHB programs to migrate to the HealthSpace database and oversee Health Program Coordinator to provide data and data analysis to inform policy and planning; 
  • Operate a vehicle to and from inspections;

The Principal Environmental Health Inspector performs other related duties as required.

Qualifications

for Consumer Protection Specialty

  • Experience : Requires seven (7) years of experience in food, housing, water quality and supply, vector control, noise abatement and/or other related environmental health inspection work. 
  • Certificate:  Requires possession of a REHS (Registered Environmental Health Specialist) Certificate, issued by the State of California Department of Public Health Services and eligibility to be deputized as a peace officer. 
  • License : Require possession of a valid California Driver's License.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication; Conflict Management and Process Improvement. A passing score must be achieved on the Management Test Battery to continue in the selection process. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review.

Written Examination (Weight: 60%) 
Candidates who pass the Management Test Battery will be sent an online written supplemental examination designed to measure competencies in job-related areas which may include but not be limited to: knowledge of field inspection and enforcement techniques, knowledge of local, state and federal laws and regulations; written communications, interpersonal relations and organizational skills. 

Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
