Job Description

MTA Program Director - Full Time.

Department Overview: Commonpoint Queens (Samuel Field YM&YWHA) Adult Workforce Department is comprised of employment and support programs serving individuals predominantly adults 18 and over and opportunity youth ages 16-24. The department provides access to occupational training, education, resources, and support programs for individuals who are motivated to enter the workforce. Commonpoint has recently entered a partnership with the MTA, DYCD, and DOL to provide training in partnership with QCC and LGCC.

Position Details: Commonpoint Queens is seeking to hire a Program Director for the MTA Program. The Program Director reports to the Sr. Director of Opportunity Youth. The goal of the MTA Program is to provide a career pathway for opportunity youth ages 18-24. The program focuses on workforce development for 50 out of school youth to receive training qualifying them for direct recruitment to employment with the MTA as Transit Electrical Helpers. Training will be directly aligned to the skills and competencies needed in accordance with the National Center for Construction Education and Research (NCCER) Construction Core and Electrical Level 1-4 curricula. Additional training will focus on work readiness and soft skills with an individualized support services strategy through case management to offer participants wrap-around supports and social services needed to stay engaged in the program.

DUTIES AND RESPONSIBILITIES:

The MTA Program Director will:

  • Maintain all MTA contractual obligations for the program and ensure that targets are being met on a weekly and monthly basis, including enrollment, retention, and participant performance targets. 
  • Lead data-informed program development in order to insure optimal program participant success.
  • Liaise with subcontractors to provide vocational training services
  • Oversee day-to-day operations, attend all required agency and funder meetings; recruitment of participants, monitoring of data entry into both funder-mandated and agency client management systems; and work directly with youth.
  • Supervise the MTA Program case managers, admin assistant, and support skills instructor
  • Serve as the primary liaison to all funder partners and assist the agency’s Finance Department in the management of the budget, contracting, workscopes, and amendment processes.
  • Conduct case conferences and team meetings with all staff. 
  • Complete monthly reports. Prepare presentations for various internal and external audiences, as requested.
  • Serve as a member of the Commonpoint Queens, contributing to the continued growth and vitality of the organization, and collaborating with other team members on various projects as they arise. 

EDUCATION, EXPERIENCE, AND REQUIRED COMPETENCIES:

  • Masters degree required; MSW preferred.
  • 5+ years of experience in workforce programing with opportunity youth.
  • Outcome driven with ability to respond to changing circumstances and priorities.
  • Able to manage crisis situations.
  • Remain composed under stress, handle responses to criticism tactfully, and deliver on organizational commitments.
  • Demonstrated experience in working with government contracts, preferably NYC DYCD contracts.
  • Experience conducting research, compiling information and organization for program development.
  • Demonstrate cultural competency through familiarity in working with people from a very diverse number of backgrounds.
  • Superior interpersonal skills; ability to work well with diverse constituencies while maintaining a high level of professionalism, discretion, and integrity.
  • Strong project management skills, including managing competing priorities and meeting deadlines, as well as fiscal management, including the design and execution of program budgets.

SCHEDULE:

  • Monday-Friday.
  • Evening and weekend availability is required as needed.
  • Location in Queens (will vary based on training location)- Silver Hub, Youth Hub, QCC, LGCC.
  • This is an in person position.

SALARY:

  • $70,000-$75,000.
