About this Role:

This position supports the California Department of Health Care Services (DHCS) mission and strategic plan by independently providing health informatics expertise, medical consultation, and technical assistance pertaining to health informatics, federal health initiatives, public health data and statistics, health care systems, and epidemiological research using Medi-Cal data and a variety of other public health and health care data sources. Under the general direction of the Deputy Director and Chief Data Officer, the Public Health Medical Officer II (PHMO II) has lead responsibility for activities pertaining to data policy and quality assurance; research and evaluation; professional education; and policies and standards regarding data access, analysis, and presentation. The incumbent consults on the planning, preparation, and presentation of Enterprise Data Information Management (EDIM) products, services, and web presence.


Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge of strategic planning, systems development and implementation, stakeholder engagement, informatics education and platform development, and data mining and quality reporting. Knowledge of modern principles and practices of general medicine and skill in their application, including preventive medicine. Knowledge of principles and practices of health administration and the purposes and organization of the DHCS. Ability to build and foster collaborative relationships and display diplomacy and good judgment in dealing with a wide variety of people. Ability to work both independently and in a team environment. Attention to detail and ability to develop and evaluate alternatives, analyze data, report, and present ideas/information effectively. Possess excellent and effective written and oral communication skills. Proficient in virtual meeting platforms. Proficient in Microsoft Word, Excel, and PowerPoint .

Telework Information

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week. The amount of telework is at the discretion of the Department’s operational business needs and subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
