The WisDOT Division of Transportation Investment Management (DTIM) conducts long-range, multimodal transportation planning; guides the use of state and federal transportation dollars based upon research and data analysis of the state's transportation systems; manages the project selection process for the state highway rehabilitation and the major highway programs; and administers various local transportation, transit, airport, rail, harbor and other specialized aids programs. The Division of Transportation Investment Management includes the Bureau of Aeronautics (BOA), Bureau of Planning and Economic Development (BPED), the Bureau of State Highway Programs (BSHP), and the Bureau of Transit, Local Roads, Railroads and Harbors (BTLRRH).

Position Summary



This position provides guidance, expertise, technical review, and quality control on complex planning tasks including airport master plans, airport layout plans, forecasting, aviation planning studies, exhibit A property maps and other planning related studies for all state airports in the National Plan of Integrated Airport Systems (NPIAS) and Wisconsin State Airport System.

The Aviation and Airport Planner will serve as the point of contact between the BOA and the FAA on all planning projects. As point of contact this position will be responsible for the following:

  • Coordinate and conduct bi-weekly meetings with FAA planner and other meetings as necessary
  • Provide recommendations for planning documents requiring FAA approval
  • Provide policy recommendations to supervisors and senior management that affect and are relative to planning

This position will work independently and will be responsible for:

  • Tracking planning project submittal and approvals
  • Maintain records both digital and hard copy of current and historical airport planning documents and approvals
  • Develop and maintain standards for airport layout plan drawings/illustrations
  • Track changes to airport layout plans
  • Review and approval of airport layout plan approval authority determinations for all projects
  • Review and approval of airport master plans, layout plans, forecasts, runway protection zone alternatives analysis, runway length justifications, and other planning related documents.


Salary Information



This position is in schedule-range (07-03) with an annual salary of $64,480-$83,200, plus excellent benefits . A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications



A qualified candidate will have all of the following:

  • Experience with planning, policy issues, and program development including but not limited to socio-economic, environmental, land use, and transportation impacts
  • Experience collaborating and communicating complex or technical information with a diverse group of stakeholders including internal, external, and non-technical audiences
  • Experience or training working with computer programs to perform activities such as text documents, spreadsheets, presentations, statistical analysis, data, analysis, or comparable


A well-qualified candidate will have at least one of the following:

  • Experience participating in a planning study through all portions of the study
  • Experience directly related to aviation, airports, or the Federal Aviation Administration (FAA)
