We are seeking an Agency with Choice Policy Analyst to join our Aging and People with Disabilities (APD) Team

The Agency with Choice (AwC) unit is a new team with the Aging and People with Disabilities (APD) Division, specifically serving under Long Term Services and Supports (LTSS) section. This unit is responsible for the administration of the Agency with Choice (AwC) program. Agency with Choice (AwC) serves individuals who are receiving Medicaid Long Term Service and Supports (LTSS) in an in-home setting and who choose to receive their services through Agency with Choice (AwC). The unit develops programs, policies, contract administration, rates, and monitoring of Agency with Choice (AwC) program activities.

What you need to qualify

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Essential attributes

We are looking for candidates with:

  • Experience with contract management including development of requests for proposals
  • Experience with communication including community engagement, developing written materials and public speaking
  • Experience developing and writing administrative rules
  • Experience with project management including identifying goals, objectives and measures of success

Your duties at a glance

As an Agency with Choice Policy Analyst you will:

  • Set priorities by evaluating the needs of the program for maximum effectiveness
  • Write and update appropriate Oregon Administrative Rules to meet legislative intent which includes defining Agency with Choice services and licensing rules
  • Provide recommended changes for any necessary Medicaid State Plan and waiver amendments
  • Work with the Oregon Health Authority to jointly build the Agency with Choice Program
  • Assist with development of program information related to Agency with Choice by providing presentations to multiple community partners as needed
  • Assist in the development of Request for Proposal, incorporating all appropriate elements as required by legislative intent and executive leadership to identify the best suited provider(s) to provide Agency with Choice Services

Working conditions

  • This is primarily a remote position but may require in-person attendance at meetings or legislative hearings.
  • Requires working with a wide variety of people and situations which may occasionally expose the employee to difficult situations requiring diplomacy.
  • This position requires significant use of technology and computer software.
